Our second treaty should be with Christians worldwide that we will assist them when persecuted.  Yes we can do it, dummy!  We do it unilaterally, or does that only work for wimped out dems and disarmament!  The need for a treaty is so the world may be on notice we won't stand still for this any longer and will have the effect of permission to militarily rectify the situation without notice to anyone.
